Britons heading to the United Arab Emirates have been warned that carrying some foodstuffs and common over-the-counter medications could warrant a four-year prison sentence.Among the banned substances are foods containing poppy seeds; melatonin, which is taken to ease the effects of jetlag; codeine, a common ingredient in pain relief medication, and any trace of drugs such as cannabis, however small.
KIEV, Ukraine -- At least 10 convicts at a Ukrainian prison have declared a hunger strike in protest against allegedly brutal and humiliating treatment by the jail's administration, Ukrainian television said, citing a local human rights group.

Last week, I posted this item about Marvin Montgomery, my brother-in-law, who was arrested for making false calls to 9-1-1. He is mentally handicapped, under the Hamilton County Board of Mental Retardation and Developmental Disabilities (MR/DD). Tonight, I was out with some in-laws, and asked for an update on Marvin. He is still in jail. That’s about 14 jail bed nights, and counting, for a developmentally disabled man picked up for making a phone call.
Well, according to the website, Mike is no longer in our county jail. We are assuming that by now he has been served the papers with the harassment restraining order on them. We do not know if he is back to couch surfing or if he has been transferred to another facility.I never dreamed that I would be grateful on the days that my child was in jail -- but at least when someone is there you know they are safe, they are fed, they are warm enough, and they aren't breaking more laws. Pakistani authorities sent as many as five fishermen to jail after a local court found them guilty of entering into Pakistan’s territorial waters. These fishermen were arrested on January 15 and handed over to the police on January 16. They were found fishing illegally in Pakistan territorial waters about 90 nautical miles from the coast. Pakistani authorities arrested them and seized their boat, the Dawn quoted Pakistan Police sources as saying. The names of those arrested are Karwa, son of Dewa; Jewa, son of Cheevi; Bhola, son of Jamid; Kanak, son of Jiwa; and Naro, son of Ram Bhai. The five were on-board a vessel, Jalpari, police said. Today, the Hamilton County Board of Commissioners unanimously approved a motion brought forward by Commissioner David Pepper that would increase treatment options for first-time DUI offenders while freeing up jail bed space. The measure initiates action to designate the current Talbert House Reading Road facility as a minimum security correctional facility for the purpose of treating DUI offenders.

For those on the political left, opposition to the jail plan sometimes took different forms than the reasons advanced by the right: progressives maintained the first priority was getting people out of jail who should not be there in the first place. While the campaign rhetoric from the right—claiming, sometimes, a need for more jail beds and not “nicer†jail beds—may have seemed to undermine the progressive objection, the failure of Issue 27 has now forced the issue upon the Hamilton County Commission. And it looks like they are implementing some new concepts that will finally get the important work started of cleaning up the process problems that clog our jails with people who don’t need incarceration.

The Cincinnati Beacon has obtained a copy of the fund-raising report for Citizens for a Safe Community, the pro-jail tax committee running numerous ads and robo-calls. The vast majority of their fund-raising came in the form of large donations, several from companies and individuals affiliated with 3CDC. The largest single donation, $50,000, came from David Pepper’s mother, Frances Pepper.

A vague outline which plans eventually to tell us what will happen with nearly a billion dollars to build a new jail is not good enough. It is just not good enough. For a billion dollars, I expect something comprehensive, and not a booklet that uses the word “comprehensive” without any real substance. The Cincinnati Beacon has obtained a copy of the transcripts for the hearing and decision for a temporary restraining order against Sheriff Leis to prevent him from further campaigning using county funds and equipment. As seen in the transcript for the hearing, Judge Nadel states that he is a friend of Sheriff Leis, but he said that he could decide the case in an unbiased manner. Unsurprisingly, he ultimately decided in favor of the sheriff, comparing his campaign for the jail to a United Way campaign.
The story of how these documents have been made available for public download really encapsulates the power of the digital revolution. First, we have Michael Earl Patton’s original story—based off the information he was given, which suggested the County accepted the gift of an industrial site without conducting an Environmental Site Assessment. This prompted Assistant County Administrator Jeff Aluotto to write a response, asking The Beacon to post it. After a review of this letter revealed several unanswered questions, someone filed a records request for the actual copy of the ESA. The large file was put on a CD, which Michael Earl Patton acquired, and gave to me so I could make it available to anyone who wishes to review it!

One of the items in the so-called “Comprehensive Safety Plan” is video visitation. As explained earlier in The Cincinnati Beacon, this would prevent in-person visits to the inmates, even from family members. The Beacon has recently learned that video visitation is already being used in the Butler County jail, and not only family members but also members of the clergy are restricted from meeting the inmates.

Why six years after police killed an unarmed black man and the city was rocked by riots, has everything in Cincinnati come down to the building of a jail? How did the liberals’ darling Todd Portune end up joining hands with conservative moral crusader Sheriff Simon Leis? Why has the Democratic Party placed all of its chips on 800 more jail beds in a city and a county with a declining population? Why have not only Democrats and Republicans, but also the corporations and the labor unions joined together to build a jail that is opposed by the NAACP and most black Cincinnatians? How did what began as a search for racial reconciliation lead to a jail that is to many here the emblem, that is, both the symbol and the reality of racial discrimination?

With 38 years experience working professionally with the mentally ill, the addicted and the criminal justice system, I am very troubled by the notion of building a larger jail. It is well known that our current jail is filled mostly with poor people with nonviolent misdemeanor charges directly related to their medical conditions which we as a society have failed to address in the community.
Sunday’s jail story and opinion by Peter Bronson was obviously written by someone who did not understand the issue and who was relying on only the pro-jail side for information. Besides portraying the jail as the preferred place for many mentally ill and African-Americans, some of the “facts” reported in a sidebar are wrong. One number, the “14,000” early releases since 2004, Sheriff Leis knows to be wildly wrong but often repeats it or a similar number in an apparent attempt to scare voters. Another, the $33 cost per taxpayer, is fudged. Other data are also wrong.
First, Simon Leis used taxpayer dollars to distribute threatening letters to his employees, suggesting that if they did not vote for the new jail they could lose their jobs. Next, Leis put huge “Support the New Jail” signs all over County vehicles in the Harvest Home parade—both actions which eventually prompted a citizen lawsuit. Now, he’s posted his message on the Sheriff’s web page!
Linda Newman, an activist with Cincinnati Progressive Action and the No Jail Tax PAC, recently published a letter to the editor in CityBeat. She desired to have it posted here, too, for reaching the maximum number of readers with her concerns.

Hamilton County Sheriff Simon Leis and County Commissioners Todd Portune and David Pepper have called upon us to vote to add 800 news beds to the county jail to be financed by a regressive sales tax that we don’t want. The NAACP led a successful campaign this summer that also involved CPA, COAST, ACORN, the Libertarian Party and the Green Party. We succeeded in keeping Leis, Portune and Pepper from foisting this jail on us and now have the right to vote on the jail tax in the coming November election.

The Beacon article quoting Suhith Wickrema’s statements that we do not need to house federal prisoners and which then forms the basis to launch other attacks against the Hamilton County Comprehensive Public Safety Plan offers a multitude of inaccurate or incomplete assertions in the ongoing effort to defeat the plan at the polls. As a consequence, people like Dan La Botz react without full knowledge, or worse yet, La Botz has willfully chosen to join in. Either way a full recitation of the facts and the reasoning is needed for the voter to make an informed decision.

DeWine Reiterates Call to End Practice to Free Up Jail Space
Cincinnati, OH - - September 5, 2007 - - An opinion made public today, and authored by the County Prosecutor, supported County Commissioner Pat DeWine’s position that the current contract to house federal prisoners in the County jail does not comply with Ohio law. DeWine first identified the illegality of the practice, and introduced a motion to end the practice on August 15. DeWine noted that Ohio law only allows such an arrangement to be entered by the County Commissioners and the Board of Commissioners had never acted to allow such a practice. The full Board held up acting on DeWine’s request, requesting an opinion from the Prosecutor.
