After some considerable wait HM Revenue & Customs and customs have finally published the draft legislation covering changes to rules for taxing UK residents who are not domiciled in the UK. These are more wide ranging than expected and will have a significant impact on not only Non Doms but also beneficiaries and settlors of offshore trusts whether or not they are Non Doms.
Renewed Call For Disabilities Legislation:
By Rolanda Epstein -
Nassau, Bahamas:
The Bahamas National Council For The Disabled is hoping the government comes through and brings legislation to parliament this year, which would protect the rights of people with disabilities in The Bahamas.
In the Speech from the Throne last May, the new government promised a sustained campaign of awareness aimed at educating the public on the rights of the disabled.
The government said early attention will also be given to the completion of the National Disability Register.
Council President Sherman Smith said Friday the Council is hopeful that legislation will soon be passed.
He said such legislation would prohibit discrimination against people with disabilities in all areas of life, including civil rights, employment, education, housing, goods, facilities and services, including health, access to justice and access to transportation.

In his Spring 2007 Budget, the Chancellor (who at that point was still Gordon Brown) announced changes to the capital allowances regime, without giving more than the most rudimentary detail.
A lengthy consultation period followed and it is only now that HM Revenue & Customs have published draft legislation. The document runs to 91 pages(!) with the most important changes being
As you can read in this article, the Democrats who before the last session of congress ended vowed to end the domestic spying program that the president implemented after 9/11. The only problem is that there is NO DOMESTIC SPYING PROGRAM for the Democrats to end. Now that they are in power they know that [...]

But Safety Plan Is Necessary to Fund Both Temporary, Permanent Solutions
Echoing meetings they have had in recent weeks, Hamilton County Commissioners Todd Portune and David Pepper today continued to express support for state efforts that will allow them to rent jail beds across the river, including legislation being announced today.
Rep. John Dingell (D-MI) is planning to introduce legislation that would eliminate mortgage interest deductions for homeowners whose home is larger than 3000 sq. ft.The reason behind this is that in order to discourage people from adding carbon emissions to the atmosphere, U.S. Government should penalize homeowners whose energy use is excessive due to the size of their residence. Yeah right, that’s all our real estate market needs, if this mindless piece of legislation passes, its effect on an already deeply troubled real estate and mortgage industry would be devastating. Mr. Dingles’ timing could not be worst.Furthermore, his argument is fundamentally flawed and for any type of building, including residences the question should be energy efficiency and not the size of a residence. A 4000 sq.ft. home could use less energy than a 2500 sq.ft. home if the larger home uses energy-efficient light bulbs, high grade insulation, energy saving appliances and air conditioning and infrared

The White House issued the following statement Monday in response to a New York Times story about updates to the Foreign Intelligence Surveillance Act that President Bush signed into law this weekend:From The White House:Office of the Press SecretaryFor Immediate Release August 6, 2007STATEMENT BY DEPUTY PRESS SECRETARY TONY FRATTOToday's New York Times story by James Risen makes the unfounded claim that new FISA legislation has "broadly expanded the government's authority to eavesdrop on the international telephone calls and e-mail messages American citizens without warrants." This is highly misleading.Revolutionary changes in technology have occurred since FISA was enacted in 1978, and those changes have resulted in FISA — contrary to the intent of Congress in 1978 — often requiring the government to get a court order to collect information on foreign terrorists and other foreign targets located overseas. The new law makes clear that a court order is not required to conduct sur
I contacted Rep. Price, Democrat from North Carolina, who sponsored legislation to require ICE to keep track of alien criminals in local jails. His office emailed me back with the following information: This direction to ICE is included in the Fiscal Year 2008 Homeland Security Appropriations bill, H.R. 2638, which passed the House in June. See page 41 of the Committee report accompanying H.R. 2638, which provides more details (Link here: Report)The Senate is expected to consider its version of the bill this week, and we hope to have agreement on a final bill that both the House and Senate can approve by mid-September.Here is the text of the proposed law:PRIORITIES ENFORCING IMMIGRATION LAWS The Committee is concerned that, as ICE increases its interior enforcement efforts as part of the Secure Border Initiative, the agency is losing perspective on which aliens represent the most significant threat to the nation’s soci
Nothing speaks louder than legislation proposed by Senator Harry Reid. Originally he wanted to make colleges clamp down on P2P technologies, by tying their policies and processes to funds from the US Government. Reports now that he has pulled that request as noted by news.com.
Updated Senate Majority Leader Harry Reid has withdrawn anti-file sharing legislation that had drawn yowls of protest from universities this week. Reid, without explanation, on Monday nixed his own amendment that would have required colleges and universities–in exchange for federal funding–to use technology to “prevent the illegal downloading or peer-to-peer distribution of intellectual property.” Source: News.com
The problem with the original proposal was that federal funds could be withheld from US colleges if they failed to take solid action against P2P technologies. So systems like Bittorrent.com, Veoh and Joost would have been hammered by this because they use P2P technologies, they

I've recieved notice that a new federal "hate-crimes" bill is about to reach the House floor. To quote the most recent update from Ted Pike, "The House version of the federal "anti-hate" bill, H.R. 1592, is scheduled for a last hearing in the Subcommittee on Crime on Tuesday, April 24. The next day the entire House Judiciary Committee will consider the marked-up version, making its own changes. If approved, the bill will be sent forward to the House to be voted on, perhaps immediately." Previous versions of late have not been successfully passed, and it is important to Americans that this one meets the same fate - as evidenced by how these laws have been enforced in Europe and Canada. Exactly who is behind this legislation? The following also from Ted Pike, reposted in full: HATE LAWS BEGIN AT www.ADL.org By Rev. Ted PikeAs national concern over impending passage of the federal anti-hate bill heightens, an increasing number of new right organizations are writing articles in oppositi
The Ontario Provincial Government has announced that it plans to introduce a new law to protect home owners from real estate fraud. For the last year, real estate fraud has been a hot topic as currently home owners can have their title fraudulently stolen and have money borrowed by the fraudulent owner. If this happens the mortgage is still seen as a valid mortgage and the real home owner can be held responsible for the fraudulent mortgage. Title insurance will protect against real estate fraud for the most part but there are some that speculate that, if the laws were not changed, the insurance companies might be able to claim that since the mortgage was legal then it is not something that should be covered by insurance. The new law would ensure that home owners that fall victim to real estate fraud would get their homes back free of any fraudulent debts, liens or encumbrances. “It is expected that the new legislation will be introduced this fall.” According to the Toronto Real
